Clarification of Letter Received by Bossier City Water Customers

As part of the Lead and Copper Rule Revisions (LCRR), the Environmental Protection Agency (EPA) requires that all community water systems (CWS) develop an inventory listing the material of all service line connections, regardless of ownership. Systems must prepare and submit an initial service line inventory that includes the material of the system-owned and customer-owned portions of all service lines in the system's distribution system to the Louisiana Department of Health (LDH).

We are in the early stages of this effort; however, we are required at this time by new federal regulations to advise you that the material of the service line that connects your establishment to the water main has yet to be confirmed. Because your service line material is unknown, there is potential that a portion of this service is made of lead or galvanized pipe that was previously connected to lead. Throughout our water system, we have been working hard to identify the material of every service line, or the pipes, delivering water to the structure(s) on a property from the water main. Because the material is unknown, we want to inform you of the potential risks from lead exposure to drinking water.

The treatment systems at the Bossier City Water Plant are designed to protect against Lead concerns and are in compliance with EPA's Lead and Copper Rule requirements.

Louisiana has enforced a ban on installation of lead service lines since September of 1988. Service lines installed after September 20, 1988, can be classified as "Non-Lead". Prior to this date, lead was one of the materials sometimes used for water service lines across the United States.

This process will take several years to complete.
