SPD's north substation construction on hold for now

SHREVEPORT, La. -- The Shreveport City Council held a special meeting Tuesday to discuss why they called on Mayor Tom Arceneaux to halt the bidding process for the North Police Substation.

The bidding process is paused while the council investigates the details of the land deed for the substation. Councilwoman Tabatha Taylor said the council was unaware of a key stipulation in the deal.

"The council was not aware of the 25-year stipulation in the deal because we never saw the deal, nor was the deed ever presented to this council," Taylor said. "That takes away our choice in this matter if we want to proceed with this donation or not."

She said the stipulation states if the city uses the land for anything other than a substation, the property and the building will revert to the landowners -- before or after 25 years. In other words, the site must remain a police substation for that time frame.

While Arceneaux and the landowners were aware of the stipulation, the council claims they were not informed. Arceneaux denies any wrongdoing.

"I was authorized to execute that," Arceneaux said. "So there was nothing nefarious going on. There was no backdoor dealing. I did not talk with the people at the North Freeport Business Association. What I believed I was doing was carrying out the council's intention to build a substation."

So far, more than $250,000 has been invested in the North Market Substation. The project is now on hold while the investigation continues.
