WASHINGTON (TNND) -- Tariffs are a campaign hot topic in the lead-up to the election, but will former President Donald Trump's plan to raise tariffs help average Americans?

Vice President of General Economics and Trade at the Cato Institute Scott Lincicome says that in some cases tariffs push U.S. investment, but in many other scenarios average citizens eat the cost for more expensive products or sacrifice the goods they want.
